On May 16, 2020, the Supreme Highness issued His Decree with the following contents:
- To appoint Highest Revered Buddha OLMO, Chairman of the Highest Universal Council FOGHY, retiring from this position, to hold the position of Troi Supreme Power (Troi) from May 15, 2020, replacing The Lord Sieu Nhien Van Van Quang who will cease concurrently holding this position.
- To appoint Highest Revered Buddha Shakyamuni LANTIG to hold the position of Chairman of Highest Universal Council FOGHY to replace Buddha OLMO from May 15, 2020.
Below are detained explanations:
1. Highest Revered Buddha Van Van Quang, (a Vietnamese in his current incarnation), has been appointed to be Lord Sieu Nhien from April 17, 2020 by the Supreme Highness, while still concurrently holding the position of Chief Troi.
Highest Revered Buddha Van Van Quang is the only Upper Buddha still alive in the physical space. He was born in a peasant family in Bac Ninh Province, Vietnam. He holds a Professor, Dr.PhD degree in Civil Engineering. He was originally from planet Hoph, the second highest civilization of the five man-bearing planets in the Universe. (Earth is the fourth civilization). Two incarnations before the existing one, He was sent down by Troi Supreme Power to reincarnate as an Earth man in his two recent incarnations to teach Earth men to understand the Three Supreme Power Daos: Troism, Buddhism and Emperorism.
He had 8 incarnations cultivating at home and 5 incarnations cultivating in pagoda. (see alsoDP4b- Van Van Quang Upper Buddha).
2. Highest Revered Buddha OLMO (Mother Buddha), Buddha name OLMO in her last incarnation, was born on 19of 11th lunar month, year 2231 BCE, the daughter of a peasant family in Myanmar.
- On 14th day of 8th lunar month, year 2175 BCE, at the age of 56, She was honoured High Buddha level 3, i.e. attainment of Dao, Buddha name OLMO (Kindheartedness). This Buddha name remains until today.
- She died on 19th day of 6th lunar month year 2154 BCE at the age of 77 and had attained High Buddha level 4. She then attained Upper Buddha grade 8 in 2054 BCE.
- In 2053 B.C.E., She was appointed by Troi Supreme Power to preside over the Standing Three Jewels (FOGHY). By 917 BC, She retired from office.
- On May 15, 2020 She was appointed by the Supreme Highness to hold the position of Head Chief Troi. (see alsoDP2b- OLMO Highest Upper Buddha)
3. Highest Revered Buddha Shakyamuni LANTIG was a Nepalese. In his last incarnation, He was born on 8th day of 4th lunar month, year 563 BCE, the 3rd Prince of the King.
- On 8th day of 2nd lunar month, year 534 BCE, at the age of 29 years old, he left the court palace for the mountain to start cultivating of ascetic path.
- He attained Dao (i.e. attained High Buddha level 3) under a Bodhi tree on December 8, 524 BCE, Buddha's name LANTIG (Pervasiveness).
- In 143 BCE, he was conferred Upper Buddha grade 4, Buddha name LANTIG (Pervasiveness), became a member of the Highest Universal Council FOGHY (formerly known as the Standing Three Jewels).
- In 115 B.C.E., he was honoured the Highest Revered Buddha and was appointed by Troi Supreme Power to be the Chairman of the Highest Universal Council (FOGHY). In 2018, after 2132 years, He retired from his term of office.

NOTE:
- The Lord Sieu Nhien is the highest position in the Universal space, the direct superior of Head Chief Troi.
- The Head Chief Troi is the direct superior of the Highest Universal Council FOGHY
- The FOGHY is the Standing Authority of Troi Supreme Power, under the direct command of Head Chief Troi.
