1. Who is Upper Buddha?
Upper Buddhas are Troi men of very high level in the Universe. The process of appearance or disappearance of the Upper Buddhas in the history of the universe is ceaselessly changing, nothing like a fixed number of them as mankind have so far understood and worshiped. Upper Buddha is a lofty Troi man honoured by Troi Supreme Power by His Decree. No one can self honour. When an Upper Buddha appeared, we say that the universe has one more Upper Buddha manifested. Often, Troi Supreme Power chooses among High Buddhas of level 8 or higher who has significant contributions to the development of the universe. (High Buddha has 9 levels, from 1 to 9, the highest is 9). Currently, there are about 800 thousand High Buddhas in the whole Universe, among them more than 80 thousand are High Buddhas level 8 or higher who are qualified candidates to be considered for Upper Buddha every year. It is not periodically honour an Upper Buddha. Sometimes it may take thousands of years to have a new Upper Buddhas. Sometimes 1 or 2 Upper Buddhas can be honoured within only one year.
Upper Buddhas appeared in all 5 man-bearing planets in the universe, not just on Earth (see alsoEp8- Five Mankind bearing planets in the Universe ). All Upper Buddhas, after being honoured from Grade 1 to Grade 10, will work at the Highest Universal Council, named by Troi FOGHY, and becomes an official member of this Council. FOGHY is the Standing Authority of Troi, operating with effect over the whole universe, under the direction of the Chief Troi Supreme Power.
As there is honouring, there is also up and down and not always standstill. Whoever has merit will be honoured. Those who make mistakes or commit crimes are revoked of the Buddha Title. This is in line with the law of objective development of the universe. We should not apotheosise Upper Buddhas as Troi men who are always as clear as crystal as mankind has long perceived.
2. History of Appearance of Upper Buddha

Glancing at Table 1, we see that after 64 billion years from the time of formation, the Universe has only 19 Upper Buddhas appeared. That show how precious they are. But not so forever.
3. Existing Upper Buddhas
In the history of operation and development of the universe, there appeared 2 types anti-Buddhism: Rebel and Heresy (Evil). They are constantly enticing the Upper Buddhas to turn their backs on the FOGHY. And, due to the lack of continuous cultivation of mind, there were 6 Upper Buddhas to fell, and are covertly following them. They were revoked of all Buddha Titles (including no-name Buddha, High Buddha and Upper Buddha), and no longer an Upper Buddha. Among them, 2 committed serious crime and were sentenced of being destroyed, 2 imprisoned in Blue Prison and 2 were revoked of all Buddha Titles, demoted to Arhat levels, brought down to Arhat palace for cultivation again.

+ Highest Revered Buddha is higher than Upper Buddha grade 10. All Highest Revered Buddhas once took turns presiding over the Standing Three Jewels FOGHY, now called the Highest Universal Council FOGHY. Currently, Upper Buddha Shakyamuni (Thich ca mau ni) is the chairman in his second term.
+ FOGHY is not the only council that has Upper Buddhas. Of the 64 Troi Supreme Power organs in the universe, there are over 100 Troi men who attained the level of Upper Buddha, but not called Upper Buddha. The function of Troi is to create the universe (planets) and men (both Astral men- Troi men and Rough men- Tran men). And the function of the FOGHY is to maintain the enforcement of the Laws of Troi and to educate the virtue of Truth-Goodness-Perseverance (Chan Thien Nhan).
+ Upper Buddha Van Van Quang, a Vietnamese, originally was from a planet Hoph, (having the second highest civilization in the universe). He was sent down by Troi Supreme Power to reincarnate as a Rough man on Earth in two recent incarnations, the existing and the previous one, and he has cultivated to become the Highest Revered Buddha and still alive. He has two Buddha names, Van Van Quang, in his mother language on Earth and Hugo Hama in his mother language on the planet Hoph, both mean Bright Cloud. So His complete Buddha name is VAN VAN QUANG- HUGO HAMA.
+ Upper Buddha AOGI GAL from the planet Hoph has been worshiped in statue at Tran Quoc Pagoda in Hanoi. In 1879, monk Thich An Minh, then the abbot of the pagoda, placed his statue. When you go to the pagoda, look at the row below in the Buddha altar, you will see a big statue, it is a statue of Him (not to mistake with Maitreya statue- Dilac). This is the only Upper Buddha who is not of Earth worshiped in a Vietnamese pagoda. He has helped Upper Buddha Van Van Quang in his two incarnations cultivating on planet Earth.
