1. Definition
Index of Mind Vibration is expressed by non-dimensional number with value from 1 to 500, formed a parabolic curve as shown in Figure 1. In accordance with Buddhism, any Rough Man has to undergo a progress of going from low to high level in Universe through cultivation. Specifically, at the lowest level are those who are repaying their karmic debts, next are those who are being punished, then to De level (ordinary Rough Man dwell here after death), higher is Than Linh (Deity) level, then Tien Than (Divinity/God) level, Cao Tang level (High Virtue-bonze Bodhisattva), Kim Cuong Bo Tat (Colossus Bodhisattva) level, Phat (No-name Buddha) level, then Thuong Phat (High Buddha) level and finally Duc Phat (Upper Buddha) level.

2. The Mind Vibration Index curve
The parabolic curve in Figure 1 shows the compassion and loving-kindness of a Rough Man’s mind. The more compassionate and loving-kindness the man the higher his Mind Vibration Index is (MVI). This reveals that the subtleness of the light of his Astral is very high and the aura of his body is bright. Specifically, a lay Rough Man without any cultivation of his mind and body, his Astral dwelling in De level in the invisible space has the MVI of 17, whilst a person attained La Han (arhat) level has MVI of 190 and attained Duc Phat level has MVI of 500. Those who are repaying their karmic debt due to serious crimes committed in previous incarnations (such as murder, murder for robbery, destroying pagoda or temple etc…) which created many karmic debts in their Astral has the MVI of 4 only. Such people’s Astral are being imprisoned in the invisible space, in a dark place, and their body in the physical space has a lot of diseases that cannot be cured. Whatever they do they faced failures and miseries. Their mind is full of hatred. That is punishment in accordance with the Law of Cause and Effect. If they are willing to repent for their crimes sincerely in front of Troi, Buddha, Deity and God begging for delay in repaying their karmic debt, and if they are forgiven, their Astral in the invisible space will be released from Nguc (Hell) level to return to De level. At that moment their MVI will immediately increase to 17. Those who are being punished by deity or god by causing deadly diseases in their body (like cancer) has the MVI of 9. These people are called “punished person” in as shown in Figure 1 (due to their crime committed toward Deity or God at worshipping place in their previous incarnation, such as stole money on worshiping altar or dirtied the worshiping place etc,). If they go back to the place where they committed the crimes for repentance in front of such Deity or God for forgiveness, and if being forgiven, their MVI will immediately increase to 17. Only then can their diseases be cured.
Note: Names of the cultivation levels as shown in Figure 1 are the names in accordance with Buddhism. Other religions may have their own names for these in similar principle, going from low to high progressively. For example, they may have Saint level, grade from 1 to 10, and higher is God level, grade from 1 to 9 etc,.
We can see in Figure 1 three distinctive periods. They are:
+ period 1: from Repaying Karmic Debt to Tien Than (Divinity/God): in this part, the curve rises very slowly. This is the beginning of the cultivation progress and there are many difficulties. Only by overcoming this period then will the cultivation progress be able to pick up.
+ period 2, From Tien Than (Divinity/God) to La Han (Arhat): the cultivation progress has picked up quickly. The curve rises more steeply, showing that the cultivation is progressing faster than period 1.
+ period 3, from La Han to Duc Phat (Upper Buddha): this is the stage where the cultivator has achieved high level of compassion and love-kindness, attained enlightenment and above. The progress of cultivation is fast due to the accumulation of fruitful cultivation resulting from many previous incarnations. The curve at this stage is distinctively steeper.
The curve in Figure 1 tells us a true story: any one can cultivate to become a Buddha. Just cultivate following this curve upward. Shakyamuni Buddha once taught when he was alive: “Tathāgata is Buddha became, all being are Buddhas becoming”. So you shouldn’t think that cultivation is only for Saintlike or sadhu Man. It’s not so. It’s right for you. You have to cultivate by yourself for many incarnations. It’s only the matter of whether you are willing to cultivate or not. Even if you are not willing, you have to do it eventually because it is the law of Universe provided for everyone to conform, whether Rough man or Astral man. Accordingly, it is said that “Cultivation is the duty of every one”. Those who think that death is the end of everything (so that they should live quickly to enjoy life) is not true. Cultivation mentioned here is not just taking pledge to live in pagoda or becoming a priest in church. That is only one way of cultivation. If you are an ordinary man, you can cultivate at home to progress upwards, provided that you are always bearing in mind the need of cultivation to become a man of compassion and love-kindness in this incarnation. If you don’t think so after reading this paper, it is too late.

3. The relationship between Mind Vibration Index and Spirit Ratio
The MVI and Spirit Ratio (SR) (see Article 40 - Spirit Ratio) have a close relationship. SR is the ratio in percentage between the Astral and the Body of a Rough Man. Those who have higher SR are more intelligent and humane. Those who have high MVI are also more intelligent and humane , and so have high SR. The relationship between these two data/ parameters is depicted with a curve in Figure 2. In this Figure, we also see that the curve can be seen in 3 periods as in Figure 1: Period 1, peaked at Tien Than (Divinity/God), with both MVI and SR being low. In period 2: from Tien Than to La Han (Arhat) the rate is significantly higher. Period 3 from La Han upwards, both these data are increasing steadily. That’s the reason why it is called that reaching La Han is attaining enlightenment. (it’s similar to learning a foreign language, certain milestone like “La Han” must be overcome to be able to speak and listen in this foreign language).

Figure 2 also shows that human being on Earth will have SR of 60% if they cultivate and attain Duc Phat level. In accordance with instruction of Shakyamuni Buddha, a lay Rough man on the human bearing planet Doh which has the highest civilisation in Universe has SR of 70%. The reason they have such high SR is because their planet has low gravitational acceleration compared to Earth. That is a favourable natural condition for people on this planet to have ligter body and have higher civilization in compared with the Earth. They can walk like flying, live for the common good and community, don’t use money and there is no war and robbery. They live friendly together. So can you guess whether they need nuclear weapons? Those things our men on Earth are proud of as our “mankind civilisation”!?
