Rough Men who committed crime will be punished in accordance with the applicable laws of each country. Sometimes, they are also being punished in accordance with the local practices or customs or the rules of each tribe or family. Everyone knows this fact. Astral Men dwelling in invisible space who are negligent of practicing leading to crimes or sins are also punished in accordance with the laws of Troi. All Buddha level from upper Buddha to High Buddha of grade 7,8,9 are so charitable (of so high virtue) that they are almost free from evil crime, but doesn’t mean absolutely no crime.
In accordance with instruction of Śhakyamuni Buddha, there are several Councils in Universe to decide important matters and punishment of Astral Men who committed crime. To understand this matter, you need to look at Figure 1 below, in which illustrates the ranking of Astral Men in accordance with the subtleness of their Astral’s light. In particular, Astral Men are ranked from high to low (going counter clockwise) as follows:
Phat To Nhu Lai (Tathāgata Founder Buddha), i.e Shakyamuni Buddha
Duc Phat Nhu Lai (Tathāgata Buddha) (Bhaiṣajyaguru Buddha, Cundì Buddha, Amitābha Buddha)
Duc Phat (Upper Buddha);
Thuong Phat (High Buddha) (who has name like Maṃjuśrī-bodhisatva or Samanta-bhadra-bodhisatva, Dai Hai bodhisatva);
Phat (No concrete name Buddha);
Lahan (Arhat) (arhats worshipped in pagoda);
Kim Cuong Bo Tat (Colossus Bodhisattva) (like dharma protectors in pagoda);
Cao Tang (High Virtue-bonze Bodhisattva Level) (like Chinese pilgrimage bonze Xuanzang);
Tien Than (Divinity) (like Lord worshipped in pagoda and village God in village communal house);
Than Linh (Deity): (worshipped at home every day)
De Level: The Astral of lay man will dwell here when they died.
Hell (where Astral Men committed crimes will be imprisoned)
In Figure 1, we see that the subtleness of light in Phat To Nhu Lai (Tathāgata Founder Buddha) level is 10-32 m which is the highest, below is Duc Phat Nhu Lai (Tathāgata Buddha) etc, to De level with subtleness of light is only at 10-9÷-11m. Hell level is dark so the subtleness of light is even lower than De level.
(Note: The size of a nano, can’t be seen by eye, is about 10-9m, i.e one billionth of a meter. So the subtleness of light in Phat To Nhu Lai (Tathāgata Founder Buddha) levelof 10-32 m is unimaginable).

In principle, Astral Men at higher level of subtleness of light can punish Astral Men dwelling in lower levels. The degree of punishment will be examined and decided by a relevant Council in Universe.
The Councils in Universe include:
The Highest Universe Council- HUC:(ChairedbyŚhakyamuni Buddha, Mahāsthāmaprāpta Buddha as Standing Member), comprised of 16 upper Buddhas (Śhakyamuni Buddha, Bhaiṣajyaguru Buddha, Cundi Buddha, Amitabha Buddha, Avalokiteśvara Buddha, Mahasthamaprapta Buddha, Maitreya Buddha, Dai Duc Pho Buddha, Van Van Quang Buddha and 7 other Upper Buddha from 4 other mankind bearing planets in Universe), all High Buddhas of grade 7 to 9, King of Heaven, and all Noble Gods being heads of all global-scale religions in five mankind bearing planets (such as Jesus, Allah from Earth, and other Noble Gods being heads of other religions from other mankind bearing planets etc,).
This Council decides on major matters of the whole Universe such as deciding on the number of Astral Men being born every year (it does not mean that this Council create Astral Men); the proportion of water and land in each mankind bearing planet (e.g, this proportion on Earth is one fourth); deciding on the locally change of the surface of the mankind bearing planets (due to crimes of human being which leads to the change in ecological system, e.g, Earth had 7 huge earth quakes turning some sea area into mountains, mountains into seas); deciding on the end of wars on mankind bearing planets; deciding on the collapse of certain social regimes which caused too many crimes to mankind (e.g, Nazi, Polpot regime…); separating a country into smaller ones due to too many crimes caused, or unifying a divided country of Rough Man due to invasion; deciding on the membership of other lower Councils in the whole Universe etc,. This Council punishes all Buddhas of High Buddha level or equivalence to Upper Buddha level if committed crimes.
Thuong Phat (High Buddha) Council: (chaired by Mahāsthāmaprāpta Buddha): comprise of all High Buddha from grade 7 to 9 (highest in the High Buddha level). This Council punishes all no name Buddha and Arhat when they committed crimes.
La Han (Arhat) Council: comprise of 9 Arhats of grade 10 (highest in La Han level), to punish Colossus Bodhisattva when they committed crimes.
Kim Cuong Bo Tat (Colossus Bodhisattva) Council: comprise of 9 Colossus Bodhisattvas of grade 4 (highest in Colossus Bodhisattva level), to punish High Virtue-bonze Bodhisattva, Divinity and Deity level when they committed crimes.
Gods in Divinity level (like Lord worshipped in pagoda and village God in village communal house): to punish normal Astral Men (dwelling in De level) under their management when they committed crimes.
Colossus Bodhisattva (like dharma protectors in pagoda) directly manage Astral Men dwelling in Hell level, compel them to return to the physical space for practicing to redeem their crimes. The result of practicing will be considered for decreasing or increasing existing punishment once they return to invisible space.
Note: High Buddha Council, Arhat Council, Colossus Bodhisattva Council mentioned above are called in accordance with Buddhism on Earth. On other mankind bearing planets, there may be other names for these councils, but their levels are equivalent.
Please remember: it’sthe Astral Man inside our body who is our real Self. Our body is just a borrowed one. When we die and leave this body to go back to the invisible space, we will be put under judgement of these Councils for crimes/sins we made in this incarnation for punishment in the invisible space. During our practicing in the invisible space, our crime will be punished by these Councils in accordance with the laws of Troi. No one can escape his crimes. So it’d better to live honestly and conduct only good deed to avoid being punished.
