There are often questions asked by normal people regarding Troi and Earth, for example:
+ What is Troi?
+ Who created Universe?
+ Who created Human,including Astral and Rough Man?
+ Does Astral Man really exist?
+ Is it true that Buddha exists? Is it true that Creator of Universe and Man exists?
+ Who created Earth? Does it last forever?
+ Etc, and many other questions!
These questions can be answered briefly as follows:
- Troi is the complex of Five Units Kim, Moc, Thuy, Hoa, Tho and is the supreme/highest power “organ” of Universe.
- Troi has created Universe and Human by its endless rotating.
- Astral Man does exist. Buddha is an Astral Man. There is no Creator as a concrete Astral Man (it can also be understood that Creator is Troi).
- Troi has created Universe till now with 747 planet systems, including the Sun System with our Earth.
- The Earth and the Universe rotate endlessly and will come to change some day, but it is a so far-distant future that we can consider them as unchanged.
- Troi is controlling the whole Universe.
1. Troi
Troi (called name OAGHY) is a complex of Five Units Kim, Moc, Thuy, Hoa, Tho, located at the center of Universe, has Living Nature, i.e has feature of life of all living being (seeEp2. What are Kim Moc Thuy Hoa Tho?), but not any concrete men. Troi is not a personal Savior. Troi appeared/was formed about 64 billion years ago and by its continuous rotation created this Universe about 14,4 billion years ago, the Astral Man about 3.5 billion years ago and Rough Man residing on Earth about 360 million years ago. There are five planets in Universe that have human being living on them, who are created by Troi. (see alsoEp4. Some information about Universe ).
Troi is keeping the order of operation of the whole Universe. (seeEp 1- What is Troi?)
2. Order of Universe Operation
Universe is moving and changing continuously but under strict order controlled by Troi. This is invisible, automatic and pressure-free but always in a good order. The order of Universe operation is managed by Troi according to the scheme illustrated in Figure 1.

Figure 1 shows that Troi is the highest organ. Below Troi are:
The Highest Universe Council, being Troi’s standing authority;
The Buddha & God Council; and
The Emperor Council
The Highest Universe Council - HUC
HUC (called for Troi language is FOGHY) is the standing authority of Troi (it’s like the President Office on this planet Earth). This council comprises 14 Upper Buddhas of grade 9+10 and above, 3 Kings of Heaven, and some of members secretaries. Below HUC are the Emperor Council (EC Troi name is FUGY) and Buddha & God Council (BGC- Toi name is FOHIZ) playing different roles but in cooperation with each other. Under these Councils are Committees and Sub-committees which have specific functions. The Universe, Astral Man and Rough Man are all put under the control of these two Councils operating through their Committees and Sub-committees.
HUC has a meeting every six months (Earth time) to consider the matters submitted by the two lower Councils.
Emperor Council - EC (FUGY)
Emperor Council FUGY is the organ to enforce the rules of Universe (in accordance with Law of Cause and Effect), headed by King of Heaven. This Council comprises about 170 members, including 3 Kings of Heaven of 3 generations and all Heaven Gods and Genies having grade equivalent to High Buddha of grade 6 and 7. This Council maintains the discipline and enforce Human in the whole Universe to follow the rules of Universe.
EC has the following Committees:
Committee for development of Human and Universe;
Committee for Law of Cause and Effect;
Committee for ecological environment;
Committee for keeping control of criminals(being Astral Men);
The names of these Committees themselves revealed their roles and functions. Under these Committees, there are also Sub-Committees to carry out specific duties/tasks.
The EC meets regularly:
Every 6 months (earth time) for a plenary meeting;
Every 3 months for each Committee meeting
Every 1 month for each Sub-Committee meeting
The Buddha & God Council- BGC (FOHIZ)
BGC- FOHIZ carries out the duty of managing Universe and educating all living Human in the whole Universe towards Chan (Truth), Thien (Goodness), Nhan (Patience). This Council comprises of approximately 300 members lead by Śhakyamuni Buddha, Mahāsthāmaprāpta Buddha as Standing Member, including all Upper Buddhas (there are 16), all High Buddhas of grade 7 and above, King of Heaven and all 11 Gods being heads of all global-scale religions on 5 human living planets ( for example leading Gods of Catholic, Islam and Judaism on Earth).
BGC has 14 Committees as follows:
* Bhaiṣajyaguru Buddha Committee
* Cundì Buddha Committee
* Amitābha Buddha Committee
* 11 other Committees of Gods being heads of global-scale religions in 5 human living planets in the whole Universe.
There are also Sub-Committees under these Committees to carry out specific duties.
BGC has the following functions:
* Managing the development of Universe and Human;
* Managing ecological environment in the whole Universe;
* Educating morality to Astral and Rough Men toward Chan, Thien, Nhan;
* Managing Astral and Rough Men (collecting quantity of life and death men, making decision on life and death etc,.);
* Deciding on upgrading or downgrading Level to Astral Man in invisible space;
* Deciding change to geography and political regimes of countries on planets which have Human (merge, separate a country into smaller ones, change political regime, select head of state of large countries which have decisive influence on planets which have Human etc,.);
* Making change to status of wars between Rough Men (to end destructive and criminal wars etc,.)
* Etc,.
BGC meets regularly:

Every 1 month for each Sub-Committee meeting.
3. How Troi manage Human and Universe?
The Universe, Astral and Rough Man are all put under the management of Troi. In particularly:
The Universe, comprising of planet systems and planets, operates and develops under the management of Troi. There are billion billion billion billion (4 billion words) planets in the Universe, i.e 1036 planets, moving in their orbits for millions of years but rarely collided. So do you think that there must be someone controlling them? Just like there are tens thousands of flights every day under the sky, but thanks to the strict operation of air controllers in airports, there are rarely collisions. Imagine if without such operation, may there be chaotic collisions under the sky? Troi manages the planets in similar way. So firstly, Troi directly manages movement of planets in a strict order, then also decides which planet to be destroyed or creates new planets, i.e, managing the development and change of Universe.
Astral Men are being managed at the invisible space, without dividing into accupied space but into lightness levels of their Astral. The lighter the Astral the higher level can it achieve, so reside in such higher lightness level. Astral man resides in lower lightness level cannot go to higher level because their Astral is heavy. The lightness levels in invisible space are categorised from low to high as follows:
De Level: The Astral of normal people will reside there when they died;
Than Linh (Deity) Level: ( we are worshipping at home every day)
Tien Than (Divinity/God Level (like Lord worshipped in pagoda and village God in village communal house);
Cao Tang (High Virtue-bonze Bodhisattva Level) (like Chinese pilgrimage bonze Xuanzang);
Kim Cuong Bo Tat (Colossus Bodhisattva) Level (like dharmapāla, dharma protectors, in pagoda);
Lahan (Arhat) Level (arhats worshipped in pagoda, those who have achieved enlightenment);
Phat (No-name Buddha) Level (like Buddha illustrated in small statues in front of main Buddha altar in pagoda);
Thuong Phat (High Buddha) Level (like (Maṃjuśrī-bodhisatva or Samanta-bhadra-bodhisatva etc, worshipped in pagoda);
Duc Phat (Upper Buddha) Level (Śhakyamuni Buddha, Bhaiṣajyaguru Buddha, Cundì Buddha, Amitābha Buddha, Mahāsthāmaprāpta Buddha, Avalokiteśvara Buddha, Maitreya Buddha etc, worshipped in pagoda);
So would you like to practice virtues in many incarnations so to gradually achieve higher Level?
Rough Man is managed by Rough Man, divided into countries; each country manages its own people. Because each Rough Man has a Soul who is an Astral Man occupying his physical body, the Rough Man is also managed by Troi, in particular BGC and EC. A country with population of about 10 million people will be monitored by an Arhat residing in invisible space. Several countries can be combined to have a population of 10 million for such Arhat’s monitoring if their population are less than 10 million. A big country can be divided into some states or cities so that each Arhat manages one state or one city with population of more than 10 million etc. Accordingly, any good or evil action of Rough Man is known by Troi.
